In recent years, Elon Musk has emerged as a vocal critic of government spending, particularly when it comes to the federal government’s initiatives to expand broadband access in rural areas. As the founder of Starlink, a satellite internet service under the umbrella of SpaceX, Musk stands to directly benefit if the U.S. government reduces or re-allocates funds from fiber optic broadband initiatives to satellite internet. This issue has raised concerns about the potential for conflicts of interest, given Musk’s unique position within the federal government and his business interests.
Musk was appointed by Donald Trump to co-lead a commission aimed at streamlining and reducing the size of the federal government. One of the commission’s primary goals is to enhance efficiency and cut costs, and Musk’s influence within this body could have significant ramifications for rural broadband development in the U.S. Specifically, the commission might suggest reallocating funding from the Broadband Equity, Access, and Deployment (BEAD) Program, a $42.45 billion initiative designed to provide high-speed internet to underserved and rural communities.

In fact, in 2022, the FCC rescinded a $900 million grant previously allocated to Starlink for rural broadband deployment, citing the service's failure to meet the necessary performance standards.

His criticism of the BEAD Program has been vocal, calling it an "outrageous waste of taxpayer money." The Power of Delay: How Musk Could Benefit from a Pause in BEAD Funding
One of the more concerning aspects of Musk’s involvement in government efficiency reforms is the potential for delay in the disbursement of BEAD funding. As the FCC and the National Telecommunications and Information Administration (NTIA) continue to distribute grants under the BEAD Program, there is growing concern that Musk’s influence could result in the defunding or delay of fiber optic projects. Such delays could benefit Starlink, as the longer rural communities remain without fiber optic options, the more likely they are to turn to satellite internet services like Starlink.
In fact, any delay or pause in funding for the BEAD Program could directly increase Starlink’s market share. As communities in rural America remain without high-speed internet, many would be left with few options but to subscribe to Starlink’s satellite service, which currently fills the broadband void in many remote areas. This lack of competition, combined with the absence of better alternatives, creates a powerful business advantage for Musk’s company.
While some legal experts suggest that a delay in BEAD funding could tie the program in legal battles, Musk’s position on government efficiency might lead to strategic delays that benefit Starlink in the long term. Even though companies like AT&T and Verizon argue that fiber optic broadband is the superior solution for rural America, Musk’s influence could steer government policy in a direction that favors satellite technology over more traditional approaches.
The Role of Political Support in Musk’s Broadband Strategy
Musk’s alignment with Trump and his political supporters has become an increasingly important factor in shaping the direction of broadband policy. Trump’s endorsement of Starlink as a solution to rural broadband gaps has led to increased visibility and political support for Musk’s vision. This has allowed Musk to leverage his influence both within the U.S. government and in the broader public discourse.
Notably, Brendan Carr, the newly appointed FCC chair under a potential Trump administration, has echoed Musk’s stance, suggesting that satellite internet providers like Starlink could be better positioned to serve rural areas than fiber optic providers. Carr’s position aligns with Musk’s belief that satellite broadband, despite its current technical limitations, is a viable and potentially more cost-effective alternative to fiber optic cables in low-density areas.
Furthermore, political figures like Senator Cruz and Senator Joni Ernst are increasingly advocating for changes to the BEAD Program, criticizing what they view as inefficiency and waste. By aligning himself with these voices, Musk could further amplify his influence over the future of broadband infrastructure in the U.S., creating a political and business synergy that could result in favorable conditions for Starlink.
